FMCSA Driver Qualification File (49 CFR 391.51)
For commercial motor vehicles in interstate commerce, FMCSA requires a file for every driver: application, motor vehicle record with annual review, proof of medical qualification, road test, three-year safety history and, for CDL drivers, Clearinghouse queries. Lighter fleets may fall outside FMCSA, but in a negligent-entrustment claim an attorney will ask for the same records.
